This 42.25-acre Brownfield Development was the location of three former industrial sites utilized for abrasives, chemical manufacturing and landfill operations. Purchased in 2006, remediation has been underway ever since, with over 50% of the project area now being successfully remediated with a Record of Site Condition.
Early on in the project, LANDx Developments was successful in managing the capital loan application from the Federation of Canadian Municipalities (FCM), receiving $17.5 M in 2013. This loan was the first ever granted to a private corporation from FCM and was utilized towards the development of innovative and award-winning remediation technology utilized to recycle on-site contaminants. LANDx Developments is currently responsible for asset management activities, including planning applications, incentives, budget approvals and contract administration.
Construction of the first phase of development, totalling 103 units, is now nearing completion. Phase two, comprising of 123 single detached units and 40 townhouses, received Draft Plan Approval in 2019 and is in the midst of clearing draft conditions. Phase three of the subdivision is currently in the planning approvals stage. The project also includes a partnership with the Thorold Municipal Non-Profit Housing Corporation, which is proposing the development of a five-storey 60 unit affordable apartment building for seniors.
Thorold is located on the Niagara Escarpment, placing Artisan Ridge around natural parks and residential neighbourhoods. The area is rich in history, home to sites such as the Battle of Beaverdams Park and the Welland Canal. Support from the City of Thorold on this long-term development project has been critical throughout the remediation, planning approvals, servicing and construction process.
