Build Canada Homes (‘BCH’) is a new federal agency created in the Summer of 2025 with a $13 billion dollar mandate to speed up the delivery of new housing across the country. It focuses on modern construction methods such as prefabricated, modular, and mass timber homes made with Canadian materials.
BCH differs from the Canada Mortgage and Housing Corporation (‘CMHC’) by providing early-stage capital, taking on greater development risk, and directly supporting non-market and supportive housing. Its mandate focuses on accelerating construction by reducing administrative barriers and helping projects start sooner.
CMHC, by contrast, acts mainly as a housing finance intermediary, offering mortgage insurance, program funding, and research into housing market trends. In essence, BCH helps initiate projects, while CMHC supports them once underway; both working to expand Canada’s housing supply.
The first six BCH projects will be located in Ontario, Manitoba, Alberta, Nova Scotia, and Quebec. Together they are expected to deliver about four thousand new homes. These early projects will demonstrate how factory built construction can speed up delivery and reduce costs.
In Toronto, the first BCH project will be built in the Arbo neighbourhood of Downsview near Sheppard Avenue West and Keele Street. The plan includes five hundred and forty new homes, with forty percent offered at prices affordable to middle income households. BCH will manage the project directly and is now selecting a design team. The project will highlight prefabricated, modular, and mass timber construction using Canadian made products.
If the Downsview project is successful, the City of Toronto has identified sixteen additional sites that could be supported by BCH. These include both supportive housing and mixed income communities. Together these sites have the potential to deliver up to ten thousand new homes in areas that already have services, transit access, and available land.
